The system has been developed to make it easier for prospective providers to submit and manage their course proposals.. SkillsDirect features a fully online, paperless approach to the submission of course proposals.. SkillsDirect is a fully secure system, hosted by HEANet.. The Call for Proposals documentation is available through this website (see Call Documents, in the menu, top right) and has also been published on.. www.. hea.. ie.. To submit a course proposal you are required to register on this web system.. As part of registration you will be asked to input information on your college, and contact details.. Please note that user registration for the 2013 proposal submission systems do not carry through for 2014 and such users are required to register again.. The deadline for submission of course proposals for both Springboard and ICT Skills Conversion is.. 17.. 00 on Wednesday 12 March 2014.. The online application system will not accept proposals submitted after this deadline.. In advance of preparing proposals for submission we ask that you familiarise yourself with the following course eligibility criteria.. Click here to read the eligibility criteria for Springboard/ICT Skills Conversion and register.. Springboard 2014 Call for Proposals - Course Eligibility Criteria.. Springboard will support part-time courses provided by public, private and not-for profit higher education providers.. Eligible courses must either:.. (a) Lead to a higher education and training award that is included in the National Framework of Qualifications (NFQ) at Levels 6 to 9, which is made by one of the following Irish awarding bodies:.. Dublin Institute of Technology (DIT).. Quality and Qualifications Ireland (QQI), including combinations of modules from already validated programmes leading to a major award.. Institutes of Technology with delegated authority to make awards.. Royal College of Surgeons in Ireland.. Universities.. Lead to a higher education and training award that is aligned with the Irish National Framework  ...   delivery including those offered partially during the day or in the evenings or those with an online and/or distance component.. Course proposals must be made using the online course proposals template.. Important information accompanying the template include the.. background information on the Call.. and.. 2014 Guidance for higher education providers on current and future skills needs of enterprise by Forfas.. The Call and supporting documentation are also available on the HEA website www.. ICT Skills Conversion 2014 Call for Proposals - Course Eligibility Criteria.. The ICT Skills Conversion initiative will support specialist programmes provided by public, private and not-for profit higher education providers which lead to a higher education and training award included in the NFQ at Level 8, made by one of the following Irish awarding bodies:.. Specialist programmes which will lead to a higher education and training award that is aligned with the Irish NFQ at level 8 may also be considered.. Collaborative proposals from a group of providers will be especially welcome, however a lead provider must be clearly identified as part of the proposal, and the proposal must adhere to all requirements regarding quality assurance and the making of awards.. Proposals should be for full-time programmes of study which provide at least 60 European Credit Transfer System (ECTS) credits or equivalent per annum.. Proposals which lead to an award of fewer than 60 ECTS credits or equivalent per annum will not be eligible for consideration.. Proposals for programmes involving intensive attendance over a shorter duration may also be considered, for example 10–20 contact hours per week for a specified number of weeks.. To be considered eligible for approval, proposed ICT Skills Conversion courses must seek to enable the successful conversion at Level 8 of talented graduates from non-computing/IT disciplines to meet identified ICT skills needs.. In making an application under this scheme, higher education providers must clearly demonstrate a collaborative partnership with a relevant industry partner(s) for the design, implementation and provision of the proposed course..     Descriptive info: Springboard/ICT Skills 2014.. Information to assist course providers in submitting proposals.. This Question and Answer document aims to support prospective Springboard course providers in preparing proposals for the 2014 Call.. In the event of further queries from providers, this document will be updated, and new versions will be flagged by the appropriate date (this version = 12th February).. All questions on the Call should be directed to.. Information will be made available in due course on participant eligibility criteria and related matters for Springboard 2014.. Can colleges who have previously offered a Springboard/labour market activation course submit a proposal under Springboard 2014?.. Yes.. Can providers apply for funding for ICT courses at all higher education NFQ levels?.. Providers can submit a proposal for a Springboard course at Level 6, 7, 8 and 9 the expert panel will consider proposals in the area of ICT at these levels with reference to enterprise links, identified demand and so on, as set out in the Call document.. Does the limit of 17 contact hours for part-time courses refer to on-campus tuition only?.. The requirement for Springboard part-time courses is that ‘class contact hours’ do not exceed 17 hours per week.. In the case of proposals for intensive, accelerated courses contact hours may be greater than 17 hours.. Are hours spent on work placement subject to the weekly limit of 17 class contact hours?.. This limit applies to the teaching component of a Springboard course and is linked to the requirement that Springboard courses are offered on a part-time basis.. The requirement does not extend to work placement/internship.. There are job shortages in our region that are not reflected in the Forfás guidance document.. If our college proposed a course to meet such a skills shortage would it be rejected because it is not in the Guidance document?.. The Forfás guidance document does not attempt to cover exhaustively all areas of growth and skills requirements in enterprise.. If a provider can make a evidence-based case for a course that will lead to sustainable employment for Springboard participants in a locality/region it will be considered by the expert panel.. Are there a maximum number of credits a participant can undertake on a Springboard course?.. As Springboard courses will vary in duration there is no maximum limit on the number of credits to be awarded.. However, part-time courses must adhere to the requirement that class contact does not exceed 17 hours per week.. What is the maximum length of a Springboard course?.. Courses offered under Springboard 2014 can be no longer than 12 months in duration.. Does the maximum 12 months duration include the work placement as well the educational component?.. No the 12 months duration refers to the educational component only.. Do Springboard participants have to do an internship or work placement?.. The  ...   2014 will continue to be on the basis of the cost per student as set out in Section 4 of the course proposal template.. Course proposers are advised to give careful consideration to target enrolment and strategies to market course places locally and regionally.. Are FETAC Level 6 programmes eligible for Springboard funding?.. The Springboard initiative is for higher education awards and so does not include courses leading to FETAC awards.. Can an individual school/department in a college register as an Administrator on SkillsDirect, the online proposal submission system?.. SkillsDirect provides for a single, co-ordinating ‘Administrator’ per college who has the facility to register an unlimited number of others on the system as ‘Users’.. We have a course which is offered as a level 7 and level 8 evening course.. Do we need to make two applications for the two different levels?.. A provider should make a separate application for the two different levels as they will have different participant groups.. Can I get access to course proposals my college submitted to Springboard in 2013?.. The proposals submitted under Springboard 2013 are still accessible through the 2013 system (.. http://springboarddirect.. ).. You will need your 2013 username and password to gain access.. Is there a maximum credit value that will be considered for a Springboard 2014 course?.. There is no maximum credit limit specified for Springboard 2014 courses.. Where can I see information on Springboard course costs in previous year(s)?.. All evaluations published to date are available at.. ie/Reports.. aspx.. Does the job readiness component of a Springboard course have to be credit based?.. It is not a requirement that job readiness training is credit-based, it is however envisaged that this component is well-integrated into Springboard 2014 courses.. Can providers arrange work placement as a block at the end of a course?.. There are no specific requirements on when work placement is completed by participants; however it must be formally linked to a Springboard course for participants to be deemed eligible to continue to receive income support while on a work placement.. Can courses be proposed which offer participants the opportunity to progress to the second year of a Masters award?.. The primary objective of Springboard is to provide upskilling or reskilling as a means of getting back into employment, and this will be the focus of the expert panel in recommending courses for approval.. Will courses providing skills for business start-up and self employment be eligible for funding?.. Where providers make an evidence-based case for courses in this area, they will be considered by the expert panel.. Are recently returned immigrants eligible to participate in Springboard 2014?.. Eligibility criteria for Springboard 2014 will be available in due course..
